The aim of analysing such a regional innovation system in Russia is to draw conclusions from the comparison with other systems to essential elements of these successful systems and to make suggestions for improvements.

(3) Outsourcing of services will be practised for a long time now and because of the improvement of communication technologies and the fall of restrictions in the international service transactions it becomes more and more attractive. In the sourcing of software in India there are enormous losses due to friction because of non-developed ways of cooperation and coordination. The reasons for the occurred problems will be analysed to be able to develop superior ways of coordination.

(3) Normally before credits are given there are credit security arrangements. In case of project financing the security is the reliability of the cash-flow. It has to be proved, if a criterion is necessary and which criterion has to be taken to judge about the reliability of the prognosticated cash-flow.

(3) The new insolvency regulations (InsO) became effective 1st January, 1999 and introduced a new reason for insolvency (beside debt overload and inability to pay). It is the "impending insolvency". Impending insolvency does exist in case the debtor will probably not be able to meet one's payments at the date of maturity. Consequently enterprises will be obliged to an anticipating financial planning. In case of an actual insolvency the management has to be asked, if and how they have met their liabilities and if this insolvency could have been foreseeable. Therefore it has to be analysed which principles of financial planning have to be used according the requirements of the law.

(1) Techno-Globalism and State-Assisted Technology Development

(3) The state-assisted research and development activities of private enterprises are an elementary part of national innovation systems. A rising change of these national innovation systems can be seen. The reasons therefore are the following three phenomena, which are known in the science under the term "techno-globalism": The internationalisation of using the new technical knowledge (by trade, license-agreements, foreign production), the internationalisation of the generating new technical knowledge (by founding or buying research & development-facilities abroad) and the international cooperation in the field of generating new technical knowledge. Contemporary the technical, organisational and social explicit and implicit knowledge is more and more evident for the "ability to learn" in a high developed economy.

The research results have to show first the detailed type of appearance, dimension and relevance of techno-globalism and its business and management economic background. A following analyse of the meaning of techno-globalism is basing on these results to form an efficient and purposed research- and development policy. Therefore it is necessary to consider the national and supranational area. The research results are closing with concrete subordinations for the political requirements. The analysed example is the German and the Common European research- and development policy.
